Vice Minister Liao Xiaoqi's Speech on the 2nd Barrier Free Information Forum

Distinguished guests,
Ladies and Gentlemen,

I'm glad to attend the 2nd Barrier Free Information Forum. And I take this opportunity on behalf of the Ministry of Commerce to congratulate the opening of the forum.

Informatization is trend of world economic and social development. As development of information technology and industry, especially the development and popularization of internet, information becomes necessary factor of economic and social development. Meanwhile, we can notice that information spreads unbalanced among different countries and groups of people. In particular, disadvantaged minority and the disabled are hard to share and share completely benefit of the information technology. The topic of the forum is to narrow digital gap and share information, which is in accordance with information technology development, implementing the idea of "people first" and the forum will play its role in promoting sound informatization.

As a governmental department in charge of foreign and domestic trade and international economic cooperation, MOFCOM pays much attention to development and utilization of information resource. MOFCOM website aims at providing service for public and society, stresses on making governmental affairs public and online communication. So far, it is a large scale websites group, consisted of 345 sub-sites in 18 languages. Daily visits of the website are over 10 million, and it is listed in the world top 500 websites, the only governmental one among them.

Barrier free information is a new topic for study in the process of informatization. MOFCOM is willing to join efforts with others to work hard to realize the goal of barrier free information.

First, in the development and utilization of information resources, we are studying to put forward voice version of the website to serve the blind.

Second, in the business training, we will promote more internet training class for the disabled to help them get work.

Third, e-commerce is a kind of business activities through information and internet technology, and a modern high-efficient and low-cost way of flow without restriction of time and space, and is welcomed widely. The flow also provides opportunity and convenience for the disabled. We will attach great importance to needs of the disabled in promoting application of e-commerce, to make them share convenience and benefits of the e-commerce.
