Vice Minister Liao Xiaoqi's Address on the 10th China International E-Commerce Conference

First. The 10th China International E-Commerce Conference sponsored by China Electronic Commerce Association is open today. On behalf of the Ministry of Commerce, I would like to express warm congratulations on its opening.

The Electronic Commerce Conference is a grand event in the field of electronic commerce. The previous conferences have respectively dealt with the themes of the mode of E-Commerce, its standards and laws, professional training, investment and financing, etc., summarized the development status of E-Commerce in China, communicated the ideas, technology and application of E-Commerce, discussed effective ways to advance E-Commerce in China, put forward suggestions to the development of China’s E-Commerce industry, thus making positive contribution to evolving the E-Commerce industry.

This year’s conference focuses on the theme of “keeping good faith, building harmony and promoting development”, aligning itself with the central government’s general requirement of Establishing a Sound Social Credit System and the needs of the current development of E-Commerce. Greater efforts on the building of a E-Commerce credit service system and a good environment for the development of E-Commerce would certainly help other industries to better apply e-commerce into their own area of endeavor and speed up the development of E-Commerce.

Second.The Ministry of Commerce has been paying great attention to the establishment of a credit system in the filed of commerce. Upon the inception of the Ministry of Commerce in 2003, the leading group of establishing social credit system of Ministry of Commerce was founded. In 2004, the Working Arrangement for Building Commercial Credit System was framed. A series of activities themed on “honesty and good credit grow business” was organized in the field of commerce in 2005 and 2006. In 2006, www.antifraud.gov.cn was opened at the “3.15” Customer Rights Protection Night Gala organized by CCTV. Starting from this point, the Ministry of Commerce propelled the building of an information-sharing system between different agencies and a system of violation punishment. So far, by means of network technology, this website has already gathered 16,500 pieces of negative information of market inspection publicized by different departments and areas. It has matched those violations with the enterprises’ basic profiles and offered free checking and inquiry service to the public. This year, the Ministry of Commerce is going to release the Administrative Measures for Commercial Credit Information, formulate the Work Plan on Data Collection of the Commercial Credit Information System and start, to the extent of our best capability, the trial operation of the Commercial Credit Information System in the 3rd quarter of 2007. The collection and publishing work of enterprises’ credit information will be firstly carried out in such focus areas as foreign economic cooperation, foreign aid, direct selling, pawning, franchising, second-hand vehicles, crude oil and finished oil, international bidding of electro-mechanical products.

E-Commercial Credit System is an integral part of the commercial credit system. It not only involves the issue of the traditional commercial credit, but also deals with the credit of new entities arising from the development of E-Commerce. At the beginning of this year, China Electronic Commerce Association was listed into the first batch of industrial organizations experimenting with credit evaluation in the joint announcement of the Notice on Strengthening the Administration of Credit Evaluation Experiments released by the National Office of Rectification and Standardization of Market Economic Order and the State-Owned Assets Supervision and Administration Commission. I hope that the China Electronic Commerce Association would seize the opportunity, fulfill its duty, keep working on improving its level of services, communication and coordination, innovate on and promote the work of the association and make greater contribution to the building of our country’s social credit system.

Third.The Ministry of Commerce has long been paying great attention to promoting the healthy development of E-Commerce. In order to improve the exterior environment of online transaction in our country, fend off the risk of online trading and advance the healthy and orderly development of online business, the Ministry of Commerce released the Provisional Guidelines on Online Transaction on Mar.6th this year. The Guidelines clarifies the eligibility requirements of parties involved in online transactions, defines the service providers of online transactions, lays out basic principles of the online trading, namely, comply with the country’s current laws and regulations, observe the Internet Technology and Safety Regulations, keep good faith and honesty, exercise strict self-discipline, parties involved in the transactions are advised to pay attention to the characteristics of online transactions, learn about the other parties’ authentic identities, comply with all the requirements in forging a contract, use electronic signature according to law, and pay heed to payment safety, etc. At the same time, the Guidelines have provided for the conduct of the service providers of online transactions and put forward measures and requirements on spurring the healthy development of online transactions.

In order to foster a full-scale development of E-Commerce, the Ministry of Commerce has rolled out the following work: first, since 2003, it organized, edited and released two issues of China Electronic Commerce Report, which reflected the current and true status of China’s E-Commerce. At present, we are organizing and editing China Electronic Commerce Report (2006-2007). Second, it started the study of E-Commerce cases, collecting and compiling over 200 typical cases wherein E-Commerce has been successfully applied. I hope that these cases would be of reference uses for enterprises to run E-Commerce. Third, it cooperated with the State Statistics Bureau and set up the first E-Commerce Statistics Index, which was already incorporated into the 2006 National E-Commerce Annual Statistics Report. It is predicted that in 2007 the first E-Commerce statistical data would be released. Forth, it has set up a E-Commerce communication and cooperation mechanism with 13 countries and regions. So far, 8 economic cooperation website have already been launched with 8 countries and international organizations, serving as a new approach of bilateral economic cooperation leveraging the information technology. Fifth, it launched the project of Rural Commercial Information Service, offering farmers information services and facilitating their sales and purchases. The two sessions of Online Matchmaking Fair for Rural Commodities in last fall and winter reached a business volume of 0.727 billion and 1.642 billion RMB yuan respectively, helping with mitigating the sales bottleneck of agricultural products and increasing farmers’ production and income. The ongoing Summer Fruits and Vegetable Online Matchmaking Fair has already made 105.98 million RMB yuan worth of deals to date.

Forth.In 1996, the leaders of the original Ministry of Foreign Trade and Economic Cooperation were convinced that E-Commerce would become an important mode of future commercial development and consequentially set up our country’s earliest E-Commerce organization—China International Electronic Commerce Center. It is not only our ministry’s executive organization of information system building and operation, but also an operational entity of E-Commerce and a key organization in providing the society with information services. So far, China International E-Commerce Center owns the first-class software and hardware. It has built up an top-tier Application Level Disaster Recovery System featuring “one main two spares” and “same city plus different areas” based on the requirements of State Council Informatization Office’s Guidelines on Disaster Recovery of Important Information Systems. It creates conditions for carrying out data disaster recovery technology on the country’s important information systems, avoiding local and regional disasters and ensuring the country’s information security. China International E-Commerce Center is our country’s first group of organizations that undertakes third party disaster recovery businesses, and has provided disaster recovery services to the Ministry of Commerce, China National Development Bank, Guangdong Development Bank and other governmental departments, financial institutions and large-scale enterprises.

The Ministry of Commerce Information Safety and Certification Center operated by China International E-Commerce Center currently is the only certification organization qualified to engage in third party CA among State Council agencies in China. It is able to offer safety accreditation services to more than ten million users. So far it has already provided information security services to the Ministry of Commerce, Ministry of Foreign Affairs, Ministry of Communication, Ministry of Education, the China Council for the Promotion of International Trade, Dalian municipal government and other departments and organizations. It has issued more than one million certificates and become one of the CA certification organizations with the largest issuances. China International E-Commerce Center is actively strengthening its cooperation with ministries and commissions at the central level, local governments and big enterprises, carrying on consulting, disaster recovery and backup, certification, credit, operation and development businesses, constantly exploring outsourced services in the field of informatization and making great contribution to the healthy development of E-Commerce and E-Government in China.

In the actual business of moving forward E-Commerce, we deeply feel that the credit system is the key element for the healthy development of both the market economy and E-Commerce. I wish that this year’s conference would make new contribution to the development of E-Commerce.
