Liao Xiaoqi and Tang Yingyen Signed Supplement Agreement No. 3 to CEPA

Approved by State Council, Supplementary Agreement No.3 to Mainland and Hong Kong Closer Economic Partnership Arrangement was signed by Liao Xiaoqi, Vice Minister of Commerce and Tang Yingyen, Financial Secretary of Government of Hong Kong Special Administrative Region in Hong Kong on behalf of Central Government and Hong Kong respectively. .

According to the Supplementary Agreement No.3, on the basis of CEPA and the former two Supplementary Agreements, Mainland will further enlarge and open to Hong Kong in service and trade and strengthen cooperation in convenience of trade and investment. In the fields of service and trade, from Jan 1, 2007, on the basis of original opening agreements, Mainland further undertake 15 specific opening measures in the fields of law, exposition, information technology, video and audio, construction, distribution, tourism, transportation and individual owned business. There are 4 measures loosening shareholding limitation, 2 lowering applying capital and quality requirement and 9 loosening range of region and operation and natural person flowing qualification. In the field of trade and investment convenience, the two parties determine to put IPR work into CEPA and further discuss specific cooperation content, in order to borrow Hong Kong IPR experiences, promote IPR work in Mainland, push IPR cooperation between Mainland and Hong Kong.

After 3 years of signing CEPA, implementation goes smoothly with outstanding efficiency under all efforts of personnel from Mainland and Hong Kong. Henceforth, Mainland will keep implementing relevant regulations of CEPA seriously, fulfilling content of CEPA actively, continuously improve economic and trade cooperation between the two sides and promote common development and prosperity of Mainland and Hong Kong economy.
