Speech of Vice Minister Liao Xiaoqi at the Press Conference for the First CCTIE

Ladies and Gentlemen, dear friends from the media,

Good morning. Welcome to the Press Conference for the first Central China Trade and Investment Expo (CCTIE).
  
Approved by the State Council, the first Central China Trade and Investment Expo (CCTIE) will be held from Sep 26 to 28, 2006 in Changsha, Hunan. CCTIE will be jointly sponsored by the Ministry of Commerce, State Taxation Administration, State Administration for Industry and Commerce, State Administration of Radio, Film and Television, National Tourism Administration, China Council for the Promotion of International Trade, All-China Federation of Industry & Commerce, China Federation of Industrial Economics and people’s governments of Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan.

Let me take this opportunity to brief you on the main purpose and significance of the CCTIE.

To promote the rise of Central China is another significant decision made by the Central Committee of the CPC and the State Council proceeding from the general situation of the modernization drive. It is a key part of China’s general development strategy for the new era, which is of practical and profound historical importance to the interaction and mutual promotion between the eastern and western regions leveraging on each other’s strength, to shaping up a new structure of common development, and to the efforts in materializing the scientific philosophy of development and building a harmonious society. Holding the CCTIE is a major step of MOFCOM and other departments involved to implement the State Council’s strategy to revitalize Central China and a good platform for the rise of the region.
  
Locating in the hinterland of China, the six provinces in Central China cover an area of nearly 1.03 million square kilometers with 361 millions people. They possess unique competitive advantages. Especially after over two decades’ reform and opening up, this region has been equipped with very good conditions for development, which mainly include the following three:

First, its unique geographical advantage as a region connecting the east and west, and north and south. A preliminary convenient air, river and land transportation network has taken shape. It enables Central China to serve as a logistics center and platform for the open and orderly domestic market. Second, its strong industrial, scientific and educational basis featuring complete industry category and inclusiveness, which enables the region to take industry transfer opportunities, for example, the stage by stage transfer of processing trade from the eastern coastal regions, the reinvestment of foreign-invested enterprises, as well as the investment from large domestic enterprises, private companies and SMEs to the central region. Third, its rich natural, historic and cultural resources, which generate a vast tourist market attracting people, making the region popular and creating business opportunities.
  
The purpose of holding the CCITE is to give full play to the gifted advantages of the region, take good advantage of the opportunities as a result of the flow of production factors and faster industry transfer in the world or in-between regions, and to build a platform to promote the opening up, and international cooperation of the central region so that it can better take the opportunities from the progressive transfer of industries from other countries or the coastal region, and improve its overall opening up level.
 
The main activities during the CCITE include trade in goods, investment, and tourism promotion. The trade in goods section will focus on showcasing the strong industries and products of the central provinces. Investment environment briefings will be held to promote the business cooperation and communication in the investment promotion section. Tourism promotion will mainly feature presentations on tourist resources. International and domestic political figures, business leaders, and scholars will be invited to attend the seminars and forums organized during the CCITE.

Ladies and gentlemen,

The rejuvenation of Central China has moved from the preparation to the implementation stage. And the potential business opportunities in the region have become a reality. The first CCITE will be an event covering policy release, discussions at forums, exhibitions and business match-making activities. It will be a grand occasion, on which domestic and foreign trade is interconnected, both Chinese and foreign investment flourishes, and tourism cooperation is enhanced. The beauty and business opportunities of the provinces in the region will be fully presented to all the participants. Together with other sponsors, MOFCOM sincerely welcome the people from the industrial and commercial circle of different regions and countries to attend the CCITE so as to explore opportunities for common development. We also hope the media can help more people to understand and invest in Central China in the process of sharing the development opportunities in the region.
